When the Kyoto Protocol took effect in 2005, the United States was not among the 141 nations that had ratified the international plan designed to cut greenhouse gas emissions and reduce global warming. Seattle Mayor Greg Nickels, frustrated by the U.S. failure to show leadership on such a critical environmental issue, committed his city to local action on global warming and called on mayors across the country to join him. Two years later, 500 cities have answered the call and endorsed the U.S. Mayors Climate Protection Agreement.
